The meeting was attended by about 34 P & S members.

 

Chairman's Opening Remarks :

Klaus Reiniger wished every one a happy new year. He reflected on the end of his term as chair of the PSRC, and commented that the year had seen several positive initiatives. The Human Resources Department has been active with the PPR, and has been investigating a new system for employee classifications. There was some movement on salaries, and the TRIUMF policies and procedures have been updated. Roy Moore has commissioned a web page for the P&S and PSRC information.

Human Resources Report :

Jim Hanlon presented the summary of the PPR evaluations. Statistics by employee groups and organizational divisions have been compiled but were not presented. The PPR process started with the issuing of forms to supervisors last July and was completed in November. HR would like to have the process completed in 2 months and have it linked to the fiscal year so that performance bonuses, step increases and reclassifications would be done at the same time. Work plans are available for supervisors to use. A formal work plan mechanism is on the HR job list.

The job classification families are being prepared to facilitate job market comparisons. There has been little progress over the last 8 months, but it is a priority for the immediate future to have something in place in order to deal with salary issues when the next 5 year plan funding is awarded. A lot of work remains to be done. Jim has received information from other labs. In addition to the PPR awards in 1997/98, some step increases were given to some employees who had been rated highly. Also, a 2% scale increase was given July 1, 1999. The requested 5 year plan calls for 2% annual salary increases and includes an additional sum in the first year for inequities. There is a requirement for strategic hiring and to replace some retiring employees - a doubling up period is planned. The nominal 2% will include scale, step and performance bonus components.

Fifteen more policies are ready to be presented to the TRIUMF Board of Management in February for approval.

The vacation entitlements are now calculated by HR for every employee once a year (still based on individual anniversary dates) and the information distributed to the employees. HR expects that the supervisors will be responsible for scheduling of vacations throughout the year and therefore there should be no pile-up of carry-over in December. Supervisors do not at present receive the information regarding their employee entitlements.

The Human Resources web page has been prepared and is being checked; it should be activated within a few weeks.

In response to a question about training, Jim reported that some companies spend 2-5% of their salary budget on training. At TRIUMF, training funds have traditionally been in the division budgets, but these have been susceptible to budget cuts. There may be some advantage in having funds available in a common Human Resources account.

PSRC Constitution :

Klaus suggested that the new committee review the constitution to see if the aspects implemented in the early years are still relevant: make up and terms of the PSRC; required general meetings etc.

Election of PSRC Positions :

Klaus thanked members whose terms have expired: Roman Ruegg, John Yandon, Andy Hurst, Dave Morris, (and Klaus Reiniger). Roman Ruegg was acclaimed as the new chairman, John Yandon was acclaimed as the vice chairman, Curtis Ballard was acclaimed as the secretary; Roy Moore, Glenn Jones and Andy Hurst accepted nominations for members-at-large, and were elected by a show of hands. Klaus Reiniger remains on the PSRC as ex-officio.
